The following are your potential resolutions:

(1) Write a letter, ask for a private meeting between them, yourself and your so-called brother (Bruno), a lawyer. Have them sign a special exclusionary noise agreement. You can provide a monetary incentive for them to sign the contract.

(2) You can sound-proof your bedroom. Placing a new ceiling just below the original with the proper material can drastically reduce both vibrations and decibels. Also replacing carpeting with more sound reducing characteristics can improve your situation as well.

If nothing else works, then get plan 3 moving...

(3) Get someone on the "inside" on your payroll. Someone like a janitor or something. Plant cockroaches, mice, and bedbugs where they'll be most effective.

Main problem with #3 is that bedbugs, mice, and cockroaches don't stay put, they migrate .

Right. I had a small house in 5 acres and was plagued more by noise there than anywhere. Neighbor with roosters, peacocks, guinea hens and several rescue dogs that barked non-stop. That woman just about drove me to madness; and would listen to no one.

Now here in my concrete condo, no noise from anyone. I asked the neighbors below if they ever heard us, and nope. Only when the maid scraped around some furniture, which is seldom. That's all we ever hear from above either. All tile, no carpets.

So it all depends, but it can ruin your life, and I'm so sorry for you, OP.

Only plant numerous males of each species.

Once the noise polluters leave, hire exterminators...

Number 1 and 3 will lead to nothing but trouble. And #3 will cause yourself even more problems. Critters don't know about borders and go wherever they want. Not to mention, who on earth wants to walk around carrying bugs or rodents? That's so nasty.

And who is the OP going to get on the inside? What janitor? They live in condos! There's no janitor.

A noise agreement? Yeah that would go well. Not to mention unenforceable. Pay them to be quiet? Good grief! It's not like they are running laps with horses. They're walking around their unit. This is what happens when you live under someone.

They still migrate! And who wants to smell a dead mouse in the walls? You can't prove what unit the rodents/bugs came from either. These are condos so they are all owned units. These aren't renters. You sound like the tenant from hell.....creating even bigger problems!

After numerous calls to the neighbors in question, banging on the ceiling, notes on their door, I gave up and called the police. That worked just fine. Neighbors moved out w/I a month.

Lol , I can tell you haven't had bedbugs from neighbors. All I can say is to never, ever do it. You will be sooo sorry. There is a thread on CD about it. Only heat, and DDT work. DDT is illegal in this country. They are a freaking nightmare!!! The neighbor below us was invested with them, and after they evicted her, and remodeled they spread to the rest of the apartments. That was in Colorado. It has absolutely nothing to do with cleanliness either. They are little blood sucking monsters that are attracted to the carbon dioxide you breath out. Good luck!

That's an apartment. Doesn't work when people own the unit! They don't just move out.

You need to talk to the people and even though it’s a cheaply made building, maybe come to some understanding. If not, consider a single family home next time. That won’t guarantee a noise free environment either unfortunately.
