Our HOA requires they be in the garage, or behind a solid fence or lattice enclosure. We have one of those 90 gallon wheeled bins, and it's kept in the garage, so is the recycle bin, as is our small airtight can for "stinky trash", which is lined with a bag and has a very tight lid. It rarely ever smells, as we park both our cars in the garage and we would definitely notice if it smelled. We rinse the recyclables, so they don't smell, and the big bin is filled with 13 gallon kitchen bags tied shut, but anything that's food, or wet, or smelly like cat litter, goes in the stinky can and is sealed tight.

You are making this sound like a crime to request the cans be stored in the garage. Pick your battles more carefully as this is not a major issue. It's not like the HOA is requiring homeowners to keep those bins in the kitchen or the bathroom until the day of sanitation pickup. It's not always the HOA, but the city that actually mandates how trash cans will be stored until pickup.

Lol a crime? No. Ridiculous? Yes.
Pick what battle? I have no battle or issue with my trash bins. They are stored in a secure area just outside my gate.
It was said that HOAs require residents to store their trash bins in the garage and not one example proved that. And yes, I’m fully well aware of city ordinances, but we are discussing HOAs.
