I'm in Indianapolis and OKC and POF have some good looking women and a lot of average or ugly women, but the women on Tinder are almost all in their 20s and uniformly 7/10 or better? Does Tinder just attract a different demographic?
Without applying a number system, I've noticed this as well. I can't give a definitive answer, but since Tinder is a phone app, it will draw a younger, more technology-oriented crowd. At the risk of opening up THAT can of worms, a popular opinion amongst guys is that 20-something women are more attractive than 30-something or older women.
It was the same when OLD was just starting, if you were to compare the demographics of online daters vs newspaper personals. The OLD crowd would be younger, and in the eyes of many men, more attractive.
A speculative 2nd idea on my part is that tinder pics are drawn from Facebook pages, where women tend to put up sluttier pictures than they would on their dating site.

The men are better looking too. My guess is because Tinder doesn't have the same stigma as a dating site so more people use it. It's just a phone app you download that links to your Facebook photos. You don't have to create a profile or describe yourself. There's no effort involved. Of course, a lot of people just use it as a game to see how many matches they can get, so you have lots of good looking people who may not be really serious about meeting.
My guess would be fake profiles... epic amounts of them. Everything was so samey-samey on there, I have my doubts about much of the participation being organic.

I thought that at first (and there are some), but it connects to your facebook network and shows mutual friends. In addition, many of the pics here show local college and sports paraphernalia, so I'm pretty certain they're legit.
Probably a lot of this. I know the thought of this app wouldn't even cross my mind even if I had a smartphone.
My female friend who's not doing so great on dating sites doesn't seem interested in trying it, but I figure what do you have to lose? Either you'll meet someone or you won't.
Tinder is a lot more mainstream, also people on tinder aren't always using it for dating. Many people sign up for tinder simply to look at pictures of other people and say yes or no. There really isn't a stigma of online dating attached to it. I think that's what makes tinder have a higher ratio of good looking people.
