I consider myself a really hot dude and I find some short men to be extremely hot and they can certainly be make out/cuddle material.
I also know some short guys that have enormous hogs and hot bodies. They get women that way too.
I would NEVER make out, cuddle, or do anything sexual with a chubby or obese man.

I know height is a non negotiable demand for most women, but what about weight? I see many very fit women (I mean hot) with fat guys. Does this mean a woman's attraction is not much affected by a man's weight? Is it rational to assume that a woman's attraction for a man is driven primarily by height and a man's attraction to a woman her weight?

Ive seen it too, I have a couple of friends who are dating fat guys and they are relatively fit. The reason being they are in there early twenties but they want to settle down and do the happy family thing. The only guys they can tie down quick enough are the chubbies because most of them can't believe their luck.

I wouldn't call height "non-negotiable". I prefer 6ft and over, but if met a great guy that was shorter, the height certainly wouldn't stop me.
Weight, however, is a different story. I am not attracted, at all, to guy that is more than a few pounds over a healthy weight. Those big beer guts are just horrible - it just isn't there for me. Yes, I know my SO could gain weight, and sure I'd still love him, but I'd be concerned, and I would definitely be on his case to lose it. And I would expect him to do the same for me!! But, given that I am a bit of a fitness nut, I generally wind up with someone that shares that outlook, so the chances of that happening are probably(hopefully) less for me.
