The people who live in income based housing often care about the repair but some do not. Many have been in income based houseing for so long and for so many generations that they do not know how to repair simple things. They let things go too long is disrepair such that when the owner is made aware of the problem, the repair is extremely expensive.
An attitude that the poor have is that disrepair is what they deserve and should expect. My mother had a rule - you can be poor but you don't have to prove it to anyone.
The government is still heavily involved in income based housing. A person receiving an SSI disablity check of $544 a month ccannot pay for unsubsidiezed housing.
