It's hard to compare physically present (coverage) versus WFH type jobs. They're different.
If she's got a hands on job and she's a salaried employee it makes sense that she would have minimal work to do at home while the center is closed.

As far me, I'm an hourly employee at a hands on job. If my employer closed for renovations I would not have work and I would not be paid.

I am retired from my full time job but still work part-time. It is 100% remote.
My daughter is a nurse. She was offered a new job. 95% remote. She will do in person visits-once a month or as needed.
My husband is in sales. He has the choice of going out on calls or working from home. He does a mix of both.
I know many companies have switched to remote. They aren't paying for office space.
