Although it is kind of ironic that you need words to show you what an emoticon represents, when the whole purpose for emoticons is to identify intent when a typed word or phrase is unclear.

There was nothing wrong with your question, and your logic for asking it here is sound. Conversely, there was no reason for the sarcastic response you received from the previous poster.
It's at times like this that I wish C-D had an "anti-rep" button so that we could express our disapproval with a post just as we can rep one we like.
To the OP: There was no need for a previous poster to slam into you that hard about asking your question here instead of directly to your employer or union, but essentially he was right. The validity and accuracy of information here should always be considered suspect because we don't know who the other posters really are, and what their motivations are for posting. Sure, over time, we come to accept some people as pretty solid, but in your case (with that kind of very specific question) directly from the horse's mouth (your employer or union) would be better.
