Gee, from a "suburbanite's" POV....
I moved here this past July, surprised is an understatement. I moved here before visiting first because I was desperate to leave El Paso, Texas,
I thank God that I should never see that awful city again. Rochester, good and bad, has been a breath of fresh air for me. The relatively flat terrain is great because I love to walk, miles each day. As was mentioned, the public transportation leaves a bit to be desired, I walk more anyway. Overall, I do feel relatively safe. The only "dicey" area for me, so far, was in South West Rochester, off Plymouth; when I stayed in a Temp place upon arrival.
Fortunately, from where I live in the city, I can walk into Greece or
Irondequoit in minutes. The numerous parks and the trails, I can't forget the
Lake; all relax me when I feel "itching" for a more suburban environment.
Overall, parts may look worse than they really are........

You won't be walking much more. You won't want to. Do you have decent snow tires? Get ready for the freezing hell that is Rochester for like, 6-8 months out of the year. You came at a good time, but unfortunately summer is very short-lived here.

6 to 8 months? It isn't that bad. There is snow on the ground for what 3 to 4 months? My wife and I went for a walk last night and it wasn't that bad.

The snow itself doesn't last too long, but the low temperatures do. It's simply not fun to take a stroll outside in November/late October. Hell, it's not fun to take a stroll outside right now at this very moment, and today is supposed to be one of the better days of the week.

How cold is it? That's why you dress appropriately. It's a nice time to go for a walk and look at the scenery and foliage.

Take it from me, a Louisiana transplant, the winters are not all that bad here. Yes, it gets cold & snowy for several months at a time. However, just when you think you can't take it anymore, there will be a thaw and/or the sun will come out and beautifully reflect the snow. The extremes in weather help us appreciate each and every season. You will do fine!

Do you live in Charlotte?
I have friends who live there, which is why I ask.
If there were one city 'hood in Rochester where I'd live, it would be Charlotte. I know the ins and outs of that area 'cause I grew up near to there, and have hung out there as an adult.

I have seen winters without snow, so you never know. I mean, with global warming and all, it should be a non-issue shortly, right?
Last year we were hammered pretty badly, but weather is cyclical, but we happen to be in a cold cycle. One thing is for sure, you can "wait a minute" and the weather here will change  If you dress properly, the cold climate can be a real pleasure to enjoy. Worst of it is driving.
