I think you misunderstand me here. You are completely able to max the pipe yourself. That's the "up to" part. However, it is impossible and impractical to provide each user with the ability to max out at the same time. That would be like giving each driver on 1604 his or her own lane to be used at any time of the day.

feeling even more happy that I signed up for the two year agreement with TWC. I have it in writing that they won't jack up my rates and they can only raise $10 over the next 6 years.

I read the article and thought it said for NEW customers....am I wrong to assume that those already customers would not be affected? Then how does that deter those that suck it all up with all the downloads that are NOW customers?

No, the article in the Express-News just said that the "new plans are for heavy consumers." Current customers who are heavy consumers would indeed be covered by the new plans.

I still can't find that article on mysa.com. I think someone there forgot to post it. What article in the paper could possibly be of more interest to visitors of their web site?

I think all the hate against the heavy downloaders is from people that can't figure out where we get all the good stuff

but seriously, I attend school online and probably use quite a bit of bw, especially while attending live sessions. Any restriction (except the very obvious child porn/terrorism/selling drugs etc.) is not welcome at all. Everything will converge their eventually, unless providers become too greedy and start restricting..

So, I wonder how all this possible limit on bandwith would affect those that have locked into a 1, 2 yr or more agreement with TWC???
