My wife and I want to retire to the San Diego area and will not need to commute anywhere.
Given that, what is the best place in the area to live?
Looking for best housing value with the least crime and no
other bad-area factors.
Probably can spend up to $700K and want a single-family house.
We were leaning towards North County but we are open to all suggestions.

It depends on exactly what you are looking for.
My personal preference is Carlsbad.

it's all a question of what you prefer. Want large lots? Want to be near the ocean? Want access to urban amenities?

Personally, I would prefer the Mount Helix area.

If you want to be close to the ocean, Encinitas and Carlsbad are the best!!

I like the genteel neighborhood culture of Kensington and Mission Hills.

We live in Encinitas and love it. We also really like Carlsbad. Those are our choices now, and they will be when we retire also. I've met quite a few retirees in these cities who are very pleased with their decision to move here.

I don't know if you can find an affordable home (ie 700K) in Carlsbad, Point Loma or Encinitas. These areas are near the ocean and really nice ie desirable. Mission Hills overlooks the Old Town area in San Diego, and is also fairly expensive.
You might try La Mesa, it is not as expensive and as desirable as the above areas but has a low crime rate with lots of retirees.

Try along the carlsbad/Oceanside border. Melrose street, Lake boulevard, Tamarack, and College/canon road have great home at fairly affordable prices. Many retirees, also.
