Oakland PD's hands are tied around their back. How can they do their job?

1. The Oakland PD isn't in receivership at this time.
2. The citizens of Oakland have legitimate reason to distrust the police after the Riders case.

I didn't know about the riders case. No wonder there's so much distrust of the police. I knew there was a problem like this in LA. One thing that would help. Is for the city and state as well. To have a zero tolerance for any kind of corruption. In law inforciment and goverment. So they can earn the citizens trust again. And even then its going to take a long time for things to turn around. Why is it called the Riders case anyway?

The Oakland school district is out of receivership and has been for quite a while. Test scores have markedly improved and things seem on the upswing.

That was the name of the crew in the Oakland PD, they called themselves the "Riders". Pretty shocking story at the time. They apparently kidnapped citizens, beat them, got forced confessions, planting evidence, etc. It was straight out of Training Day.

Oakland got bit for $12,000,000 I believe which they have yet to pay till this day, which of course is part of the reason the Feds took over the department for a while. To this day the Oakland PD reports directly to a Federal compliance officer.

The funny thing is, Training Day was based on a similar story on the LAPD.

I dunno... Not allow their officers to form cliques like the Riders would be a start maybe.

It would be pretty hard for them to do that with a Federal compliance officer in the mix. Oakland PD is one step away from being disbanded and having Federal Marshals take over.
