The commute to most major job centers is the biggest thing. It’s a long way to Oakland/SF with bad traffic and Silicon Valley is impossible. Crime and schools are another factor, but not as big because you can see that neighboring cities without Vallejo’s crime problem and with higher-rated schools are also cheaper compared to the central bay. Vallejo due to its history as a state capital has better housing stock, but Richmond and the rest of West Contra Costa are preferable to many because they’re more central and have similar great topography and weather.

Vallejo has a long history of problems and a city bankruptcy. Crime, gangs, poor schools and blight. It was really bad ten years ago, and I know there are efforts to revitalize but I haven't seen that it's working.
