Yes they are federal employees. My hubby works AT a VARO but not for the government, but when the VARO is closed it's a paid holiday for him too. But that's his company's policy. He is not a civilian working for the federal government. [ But by working there he has a Federal ID and gets certain benefits for having it. ]
