Are these employees federal? I work for a VA Clinic, federal employee, the clinic is closed Friday after T-day because active duty military gets that day off. Civilians must use their personal leave or make arrangements to work in the clinic for the day.

Yes they are federal employees. My hubby works AT a VARO but not for the government, but when the VARO is closed it's a paid holiday for him too. But that's his company's policy. He is not a civilian working for the federal government. [ But by working there he has a Federal ID and gets certain benefits for having it. ]
