I live in Northeast Texas (Tyler area) and while it has been a mild winter overall, we did get a few nights of below freezing temps. Hopefully that does the trick.

Worst mosquito experience in a city: Moscow, Russia in August.

Worst far from a city: Wind River Mountains, Wyoming in summer.

Worst in SE US: salt marshes of Louisiana. 2nd worst: Brazoria County Texas by Bastrop Bayou near the coast.

Zero mosquitos at my condo in Houston, but its about 8 stories up from street level.

As for Texas overall, I'll second the recommendation for anyplace far from standing water. If you could buy a mountaintop in west Texas, that would probably be a safe bet and also offer a nice climate with views :-)
