The rule that players can't share their winnings is more about preventing two or more players colluding in a way that would affect the outcome of the game. Example: "if you're on the jury and vote for me to win, I'll give you 100K"...
Probably Tina didn't promise Colby a motorcycle if he voted for her to win, it was more like a friendly gesture. So while technically what she did might be against the rules, I imagine the producers exercise discretion on a case by case basis.
