After reading your updated post, you wrote, "The new legislation, enacted February 17, 2012, applies to weeks beginning March 4, 2012 - ending January 5, 2013. The legislation extends eligibility/expiration dates. The old Feb 25/Mar 3 dates no longer apply. Ignore outdated information on state websites." Does that apply to New Jersey EUC tiers and will I be able to move on to Tier 3 once I exhaust my Tier 2 benefits?

Yes. EUC/EB is a federal program, not a state program. NJ has nothing to do with eligibility other than UE rate triggers. FAQS lists new eligibility dates. See FAQS #1: http://www.city-data.com/forum/23067770-post5.html
Yes, you will move to Tier III. Under the new legislation, you need to exhaust Tier II not later than December 29, 2012.

Hi, Ariadne22, you are so knowledgeable about this! I appreciate all your help. If you can. Last week I spoke with the UI office in MD. I will end Tier 1 of 20 weeks on March 10th. I spoke with a supervisor who was very negative about me moving on to the next Tier if the extension were approved. I have no idea why. Maybe they tell that to everyone? Do you think I will be extended to Tier 2 after it expires on March 10th? Thanks much.
Legislation extends all benefits eligibility to end of year. California chart reads: "Filed after September 1, 2012". You transition to reconfigured Tier IV on September 2 for 10 weeks.
They did a good job on that chart, btw, considering the complexity. Of course, there will be no Fed-Ed in CA by September.
Thanks Ariadne...I guess the confusing part is that I will be right at 73 weeks on Sept. 1st....I read it as anything filed after Sept. 1st(my case-Sept. 2nd for tier 4) will be 73 weeks max....93 - 20 EB(which will be gone) = 73 weeks. I know the deadline is Dec. 23rd, but this whole quartlery thing has me screwed up.......I hope you're right(if I need the help by then)......If I hear you correctly, than I should get 83 weeks(73 + 10)........Thanks again Ariadne and sorry if I sound ignorant...but this whole thing has my head spinning.....

North Carolina is doing the same thing but I believe Ariadne knows what's going on so I am hopeful.
Item #6 talks about benefit calculation....does this relate to the amount you receive weekly or is this related to the reduced number of weeks?
Related to reduced number of weeks. Weekly benefit amount remains the same, Tier weeks are reduced beginning 9/2, therefore percentage of original benefit dollars allocated per tier is changed.
