I think Reid knew he had 59 votes and would get his 60th once WV puts in the Bryd replacement. He called to cloture vote because he had to at least attempt it before the adjournment and to provide some more political bashing of Rs. Now that they finished up their pressing business they are on vacation until the 12th when he will probably be able to get the votes.

as long as harry reid is in charge, the bill isn't going to get passed until someone replaces byrd.reid is as bad as the republicans

He didn't "cancel" anything. He (Reid) had to vote NO because he didn't have the votes. So for NOW it's dead. Now we wait again until the 12th when he HOPES he will get another vote from Byrd's replacement and not LOSE one along the way when someone else drops dead, break a leg, gets arrested or goes on a vacation for 3 months. AFAIAC it's DEAD until it passes. Reid said he will "TRY AGAIN" after the 12th. "TRY" is the keyword here. Just don't hold your breath ..... this is the Senate we're talking about.
