Yup, Shelburne does have a cute village. Only problem is it's divided by an often very busy Rt 7, sometimes bumper to bumper. I would say since your leaving MA cause it's too busy I don't think Shelburne would work unless you lived in a more rural part of town. Busy tourist place in the summer.
Some good suggestions here. Norwich is upscale, reletive to Vermont, Hanover,NH is 5 min across the Conn River. Woodstock seems to match as well. Middlebury might work too. It's upscale cause it's home to a very expensive private liberal arts college.
