I am honestly missing the point that you are trying to make with your post.

I currently have a total of 44 emails from wahealthplanfinder. I first received a Medicaid card, then an invoice for a gold plan, and my policy details are for a silver plan. And this was after several weeks of harming myself with their broken website which was usually crashing or offline.

As my current policy is being canceled and replaced with a new "affordable" policy with a higher out-of-pocket limit and twice the premium, I have no idea if I should cancel it and hope that I have my invoiced gold plan or what. Their phone was "busy" the last time that I called it.

And "Cover Oregon" website's CIO has admitted that it hasn't covered at all.

I'll go see if I have been billed again.

The Washington state insurance commissioner doesn't seem much help either. He's a democratic party hack who seems more committed to ideologically supporting this frankenstein (or is it fronkensteen?) monster of a health plan than actually helping people who are getting screwed by Obamacare.

And this issue is very relevant to Washington, as there is certainly already a shortage of quality health care in many areas of Western Washington (at least).

I've got to admit that Washington is doing a good job of putting people on Medicaid (which will be politely renamed "Apple Care"). Besides the problem of finding a doctor (most likely a PA-C or ARNP) who accepts Medicaid, wahealthplanfinder doesn't integrate the "resource limitations" of Medicaid into their system. As best that I can tell, the Medicaid expansion just raised the income limit to $16,000 for getting on Medicaid, but it didn't change the resource limits. I suspect that a non-trivial number of people excited about getting on Apple Care are going to be surprised to learn that they have to stay poor to stay on Apple Care, and that when they die, Washington has first dibs on their estate, which means that their children and grandchildren can't inherit their house, etc. (That's on page 4 of this document: http://www.hca.wa.gov/medicaid/forms...nts/18-005.pdf )

The Cover Oregon website does try to integrate the resource limits before trying to put someone on Medicaid, but they haven't gotten that part working yet.

But the ACA is not a health plan. The original campaign promise was for a national health plan, but that morphed into "insurance reform".

As I have tried to explain to my "progressive" friends who live in other states with excellent insurance provided by their employer or to my friends in Washington are already on Medicare or Medicaid, there was nothing wrong with the insurance system in Washington. We have a democratically elected insurance commissioner, and self-employed people could get pretty comprehensive policies at a reasonable price. (Policies were more expensive in Washington relative to other states because of Washington's insurance regulations.) Yes, the "Linda has cancer and can't get insurance" problem was a problem, but it wasn't a problem with the insurance companies.

Following is an email which I recently sent:

There is a big difference between an insurance system and a health system. An insurance system is
basically a casino where the odds are stacked against you. An insurance commission is like a
gambling commission which controls the profits of the casino and sees that they pay off their
winners. The casino has money, the casino calculates odds, and the casino wins over a long period
of time. Insurance companies can't make money on people with expensive pre-existing conditions,
just as casinos can't make money off of card counters at blackjack.

The healthcare system in the US was already broken, and shoving more and expensive to treat people
into it is just going to make things worse and more ultimately, much more expensive. (Remember, all
of these subsidies and the Medicaid expansion are being paid for with a printing press, not taxes.
And that's highly inflationary for everything bought in US dollars.)

But given that the Obama administration won't back down on the ACA, one thing they could do is to inform the public that there's no reason to use the exchanges unless they qualify for a subsidy or Medicaid. (I'm not the only one who didn't know that. A small business owner who also lost his policy also thought that he was required to deal with wahealthplanfinder.) The reason that I ended up there is because our insurance commissioner required my current insurance company to send me numerous letters one of which encouraged me to go onto the exchange. When you're self-employed and have unpredictable and sometimes negative income, wahealthplanfinder is as perplexed as I am if I qualify for a subsidy. (If they insist upon handing out subsidies, well then I want one too. ) During my conversation with the small business owner, he explained to me "You have to lie." -> "Yes, I have to lie under penalty of perjury."

And so I paid for a gold plan on Dec. 4, 2013:

And I haven't heard or received anything from Premera Blue Cross. (I did just check, and they have only billed me once so far.)

As for the Medicaid mishap, they could have asked simple questions like "Do you have an AMEX card?", "Do you drive a sports car for fun?", "Do you have a brokerage account?", and even something much more common like "Do you own two or more vehicles?" Yes, to any of those that you don't qualify for "Apple care".
