In the US vast regions have A climates... anywhere that is not very hot in summer and that has snowy winters basically.

My "A" U.S. climates:

Caribou, ME
Newport, VT
Houghton, MI
Duluth, MN
Watertown, NY
Saranac Lake, NY

My neighbor to the north (Canada) has lots of "A" grade climates

remember , these places are not super cold in winter ether........that’s why snow is measured in feet. ! the Blue ridge also qualify above 4,000 ft.

another bet for cool summers and snowy winters are out west. The “ islands in the sky” places in Az. Nv. Cal. would qualify. Maybe some ski areas too , like sun valley.

The UK doesn't have any A or B grade climates in my opinion, not even close. Too high latitude so too short winter days with weak sunshine even if the sky is clear, and too cool overall.

My A climates:

Gatlinburg, TN
Islip, NY
Olympia, WA
Santa Fe, NM

These climates have the right amount of seasonal variation without being too extreme, and some snowfall, but no crazy lake effect.
Islip and Santa Fe can get crazy snow at times, but it’s not commonplace.

The problem with high elevations in southern latitudes, like North Carolina Blue Ridge for example is spiking when conditions come together , moisture,cold upper currents because of elevation,and twisty mountain roads with short assents ( switch backs) . I have seen 30 degrees below , 5 foot of snow , and black ice with no guard rails.......ad in the lack of snow plows where they use road graders as that’s all they have and the “ perfect storm “ becomes real ! ! I lived 18 years at 4,000 ft in the Blue Ridge , near perfect place most of the year , but those late winter storms can be a killer !
