Temperature reached -30°C (-22°F) here this February and it manages to drop at least near that on most years. The coldest I've personally experienced here is -35°C (-31°F). I remember it well as most cars didn't start and everyone stayed home. I went outside and my jeans turned into two solid pipes in a few minutes, heh. Some winters are much warmer and don't even get to -20°C though.
Extreme cold is more common on the eastern side of the country, it got to -39°C there this February.
Areas outside London do NOT have an extreme min of - 10c so even if London did not have UHI it would still not have an average extreme min of -10c
The -4c was actually recorded in Heathrow which is a suburb (barely).
Oh my places in the SE can get down to -10 only 2 nights ago saw a low of -9 in the 'cold spots' due to fog. Also who said every year. I know -10 isn't met every year, places in the midlands are slightly cooler maybe reaching -12c vurther North its even lower but obviously its Not every year because they are near records And -4c was recorded at my college during that foggy night. Also Heathrow Is firmly in Greater London.
The coldest it gets here in the city proper is around 0°C (32°F). In the past years it has drop to -0.5 C or -1.0 a couple of times. In the suburbs (like in Ezeiza, where the international airport is located), the coldest it gets is around -3 C or -4 C.
The lowest daily high every year is around 8 C (46 F). And the absolute lowest high is something around 4 C.
The absolute low for BA is -5.4 C (around 23 F). I guess it's lower in the suburbs.
New York City's coldest extreme is typically in the 5-15°F (-15°C to -9.4°C) range, this has been the case in 12 of the past 15 years.
I averaged the coldest extremes for the past 15 years in NYC (JFK) and it came to 10.9°F (-11.7°C).
The warmest coldest extreme in the past 15 years is 19°F (-7.2°C) and the coldest temperature in the past 15 years is 1°F (-17.2°C). The last time New York City (JFK) went subzero was in 1985 with a low of -2°F (-18.9°C), it's also the record low if I'm not mistaking.
Usually mid-teens, we'll see single digits once maybe twice a decade, and below zero temperatures are very rare. But this past winter the lowest temperature was only 20F.
The extremes since 1945:
Lowest min: -16.8°C/1.8°F (17/01/1985)
Lowest max: -10.8°C/12.6°F (16/01/1985)
For downtown, at Montsouris station (since 1873):
Lowest min: -23.9°C/-11°F (10/12/1879)
Lowest max: -11.5°C/11.3°F (20/01/1938)

Last winter, the record low was -23.6C/-10.5F and the lowest high -17C/1F, which is quite average for a record low high. Highs below -15C occur usually a few days a winter, sometimes none.
