Not a true monsoon in that there is no reversal, like in the Indian continent. That's cool that they call it one now.

Can you explain to us why should the average for all September should be more accurate than the averages for whole August? I don't catch it. Do you really think that suddenly the average temperatures of early September will be that of the whole September month just because we are in September. Months are human classifications, I don't think temperatures follow those time "boxes"...
Saying that it is "cool" doesn't mean that it is an abnormality. Just mean that it is below the average, and that I would take a llong sleeve jacket rather than a T-Shirt as I usually do in summer, to go outside.
I guess that if I haven't the right of describing a temperatures 3°C below average to be "cool", then I must not say either that it will be "warm" when Tours will be reaching 26°C monday, nor even saying that is will be hot when we will reach highs of 30°C next wednesday. All those fit perfectly too in our early September climatology.
I should not say either that when we had 35°C in the end of July that is is hot, since it happend every year at that time once or twice during an average summer, it also fit the normality...
So what we say on this thread. Just putting numbers? And no comment about how we feel those.
Maybe in Finland it isn't. But for me it is, 21°C in July is definitly a "cool day". For exemple, this last August (we can now giving definitive temperatures), we had the month's average fitting the normals, and only day below 21°C... so surely those temperatures are "cool" to my point of view.
No, the temps don't change suddenly, but if August's high is 25C and September's 21C, the average high on 31 August should be somewhere between them. So, 22C is completely according to the average today. Not cool, not warm, average.
I don't think most French people wear long sleeves at 21C or think it's cool. France isn't in the tropics, though you want to give that impression.
And it isn't about "right", it is that 2-3C degrees below or above normal highs happen all the time in every country. You make it sound that it would be unseasonably cool, though it isn't. And you keep correcting other people that they shouldn't think temp X is cool because of their averages. Are you the only one who have the "right" to say it's cool? MeteoMan or dean york certainly don't have that right in your opinion.
If something happens twice a year, it's definitely not normal, it's a rare occurence. If it's 30C here, I most certainly say it's hot, because that happens once or twice a year, I'm definitely not trying to give that impression that it happens all the time, but you do so.
I find it odd that you find 21C cool, as the vast majority of days during the year is below 21C in Tours.
The problem is not your climate, current conditions nor my climate, it is that your only agenda on the weather forums seems to be that you bash UK:s climate (and others), while making Central France's climate appear something that it ain't. Therefore, you're annoying and a liar. Places like Alsace, Picardy, Normandy, Brittany etc are gloomy hellholes, deal with it.
If it's 30°C+ here, even if we see such highs only 12 times per year on average, I won't say that it's hot because to me the word has a different meaning (mid-30s or more), and I don't find low 30s uncomfortable outdoors unless it's humid. Conversely, I won't call -8°C very cold even if it's about our average yearly low. To me, that's just plain cold. Paris just doesn't get very cold a single time on an average winter. I wouldn't call a 13°C night in Bangkok cold, even if it's very rare there.
