Edit: Nope. San Francisco's average was exactly 10°C Impressive the Scilly Isles is warmer especially in December despite being 13° or so further north. San Francisco's average was dragged down a bit by a cold spell in the second week, with a week of 5-10°F below normal.

No not summer, but not all that cold for late December that's for sure

36F and fog is forming from the snow meeting the warm air. The snow has that orange peel dimple look as the warm winds melt and evaporate it.

Weekend looks pretty nice for late December in much of the USA:

Temps in the 60's and 70's up both the East and West Coast.....warm to hot in Florida in the 80's F.....and moderate 30's and 40's in the upper Western States. The only really cold air (single numbers to upper 20's F) hangs on in the Upper Midwest/northern Plains:

Northern Florida is been having a nice run of above average temps,
seems like most of December.

Jacksonville ...10 to 15 degrees above normal, at least.
