And for Isis , Isis was founded in a post Iraq war landscape that was in shambles because of us intervention on top of the weapons the us sent to Iraq and is still sending to supposed " moderate rebel groups" which ends up with Isis. So you can indirectly say america did contribute to the rise of Isis.
