Singapore. It's in Asia, and Asia is more than half the world. If it were Hong Kong it would give China too much power. Likewise Tokyo for Japan. I suspect that's why they made Brussels the capital of the EU: nobody cares if puny Belgium is given a slight bump in status, whereas nobody wants Germany or France to become more powerful than they already are. Singapore being anointed wouldn't make any country more powerful (they got kicked out of Malaysia), other than Singapore itself.
Singapore is also in the tropics, as is much of what the policy/academic types are now calling the "global south": the world outside the rich Western countries and the well-to-do sections of East Asia. A symbolic gesture, to place the world capital in the tropics, but not one without significance.
London for the fact that they speak English and are multicultural. And Paris for its beauty.
Tokyo is beautiful but it's too 'Asian' really (not multicultural enough). Singapore is rather conservative, so no thanks. And NYC is ruined by its regional accent(s) which I find rather annoying.
