NYC or London if one goes by financial/economic reasons. If one goes by religious reasons, I would say Jerusalem. If one goes people population, perhaps Beijing.
NYC/London are not as big as Tokyo in terms of economy.
Religious reasons, why Jerusalem? I am sure 1.4 bn from China and 1.2 bn from India won't agree on its significance. That's already 35% of the world's population.

NYC is no doubt at the level of Tokyo economically, and london is arguably the most important city in europe.
America is the economic capital of the world, NYC controls everything!
I wouldn't say everything, but it is considered by many to be the financial capital of the world. Also, it is a major cultural exporter, thus allowing it to obtain my vote. After that, I would choose Tokyo, London, Singapore, Paris, Hong Kong, Shanghai, then DC in that order.
wOw. I'm the only one who voted for Los Angeles. Hmmm. Let me think up a quick rationale.
1) Hollywood movies go to all countries=most culturally invasive city
2) Insignificant in world history=no long-simmering war memories
3) Over 224 languages spoken in L.A.=everyone probably has a relative here
4) No important religious monuments or sacred sites=religiously neutral turf
5) Zero skyline, bland architecture, no particular "identity"=blank slate
I can't believe I'm still the solo vote for Los Angeles. Only mentioned once by another poster, and even they didn't vote for it.
A good option would be Marmelopolis, in Brazil.
The reason: there is nothing to do in this city (or town, or village, or whatever one would call it), but the name is screamy... perhaps if someone choose it as capital of he world, the people who live there would have some reason for being proud of the city...
(that's a joke, of course...)
