Government funding is a small percentage of overall US R&D--which is over $450 Billion per year and growing. Chinese R&D in general seems to rely on government financing. The British came along and ended that, and about 100 years of absolute disaster unfolded in China (20 million killed by Taiping Rebellion, 20 million killed in flu pandemic, Japanese colonial slaughter, 20 million killed by Mao). The British had their century and bigger powers replaced them have the British become a third world nation? No. When China surpasses the US economy, will that mean the US is a third world country? No.

China has many very huge problems, not the least of which is an oppressive single party police state. Fascist orchestrated economic growth notwithstanding, China is not a place I would want to be.

The fact is, when people in Country A were facing hard times, they went to Country B if they could. Just as they did 10,000 years ago and just as they will throughout the 21st Century. The only thing that changes is which countries are Country A and Country B.
