Atlanta's unemployment rate is now lower than Houston's 5.8% but GDP wise, Houston's is far larger. For example, 2014 GDP for Houston was $460bln vs. $298bln for Atlanta, 35% LESS. So even if Houston's GDP dropped $100 BILLION, it would still be higher than Atlanta's even assuming Atlanta improved in 2015.
