If I am driving 35 on a city street with a speed limit of 50, that would be considered dangerous?
Speed considerations are different on a street but certainly if you're going 35 and everyone else is moving 50 you are the most dangerous vehicle on the road. I say different in that the general consensus is that you're not required to move to let others pass as you would on a highway and many people keep to the streets because they are afraid of highway speeds so naturally you'll find some slow pokes there. Streets are also less safe than highways as you have vehicles coming from different directions, buildings, poles, pedestrians, other random objects, etc.
No, I wouldn't. Because of the way you wrote it. You assume that people driving over the speed limit are "maniacs" yet you fail to realize that maniac behavior on the roads has very little to do with speed.
Go to an unrestricted portion of the German autobahn and tell me if they're driving like "maniacs".
Hint: they aren't.
If the US could copy the German attitude to driving, vehicle requirements and driver training, sure. Under the status quo, not just no, but hell no.
What if everyone else is only driving 60 in the 75 zone?
Id think everyone approaching should use their eyes to see that everyone is driving slower and their feet to brake/slow down to said speed. Driving your car up their butts is just going to cause road rage. Take a deep breath, calm down, and drive. Youll get where you need to be.
Personally id prefer every car on the road have a nonremovable governor (max 70).

That's exactly it! The laws are often written in such a way that requires left lane hogs to move over regardless of what the legal limit is rather than up to the limit. It's not secret that during commute times a large stream of vehicles often moves well over 65mph (on my daily commute 75-80mph is common in the left) and even the CHP are generally fine with that unless you're the sole idiot weaving about even though the left lane is full and everyone is moving as fast as they can.

In some states there are two (2) speed limit signs, one for cars and one for trucks, there are signs prohibiting trucks in the left lane in places as well. It wouldnt be that unusual to have the left lane have a higher speed limit.
People get in enough wrecks at 65-70. You want them now to go faster? You're kidding.
People also get into wrecks going 5-10mph. Should we reduce the limits further?
