What? I5 has been 4 lanes for the past few decades and the section Beau is talking about does not have any 6 lane sections that I know of except for the turn off towards San Jose/Santa Cruz. There are no 6 lane sections of any appreciable length on that section. The biggest traffic creator isn't even passenger cars, it's 18 wheelers that now dominate both lanes and block traffic for regular cars for miles on end. A 3rd lane each way would alleviate this since 18 wheelers would not be able to block the 3rd lane.

Hwy 99, not I-5. The plan is to upgrade 99 from jct of I-5 and Hwy 4 in Stockton to the jct of Hwy 99 and I-5 south of Bakersfield. Why? For some reason a significant amount of both truckers and cars are taking 99 instead of I-5. The travel difference between the two is only about 7 miles.

As a trucker who used to drive that area quite a bit, the 99 is preferable to the 5, due to more places to stop and more truck parking

The could use some of the dough to upgrade the current rail lines we have already and just run trains day and night. But the bulk of that 100 Bil towards desalination plants!!

The problem with that is the current railways are privately owned.

Oh I know that. Union Pacific is the main reason why there is no service east of Bakersfield.

Tehachapi pass is the real issue here with regards to “Upgrading” current rail lines. It’s a single mainline bottleneck that is used by both railroads. You can’t double track “The Loop”.
