New York City, Miami, Chicago, Los Angeles, San Francisco, Dallas, Austin, Washington DC, Houston, and even Philadelphia and Boston are all currently ACTUALLY building more than Atlanta. Having things proposed and actually having buildings under construction is two different things.
According to the article, the developers were in talks with retailers such as Target and Marshall's but those retailers opted to go elsewhere and now the developers are looking to go more upscale because apparently that's the segment that is expressing the most interest.

I'm always skeptical about these urban mall developments because they tend to attract formula retail/chain stores where they aren't needed. When lower-end tenants like Target and Marshall's fall out of the equation, one just can't help but wonder what high end tenants would truly contemplate making up for the void. Many of the most renowned retailers of San Francisco are in boutiques and individual locations, not giant flagships. I also find the architecture to be a bit too generic; at the same time, though, I appreciate its contemporary style. Market Street Place would mostly work to extend the Union Square district and further the Mid-Market Renaissance.

The thing is, with San Francisco Centre, The Metreon, and all of Union Square right in that immediate area, I'm not sure what is actually needed with regard to retail.
I agree with you about the design of the place lacking style. I think the idea is for the architecture to disappear, so as to interrupt the Market Streetscape as little as possible.
Because of the glass, it does seem to lend itself to a development like the Ferry Building or the Oxbow Market in Napa, where restaurants, wine bars, and specialty food vendors could set up and tourists from the hotels would be all over it. It would need to be a bit downscale from the Ferry Building and upscale from the Metreon to work though. Even then, I dunno...
