Albany, NY or Columbia SC?
Albany, because NY>>>SC, and Albany is a bit underrated here---lots of colleges, medical school, govt employment sector, and a very low cost of living..
Although I've heard Starkville is really up and coming, I'll go with Statesboro because I'm just more familiar with GA. Plus the cow bells would get annoying quickly if you're not an MSU fan (which I'm not).

Fernandina Beach, FL or Mystic, CT?
Fernandina Beach... Mystic looks like a nice town, but it's not that close to any major New England cities, whereas Fer. Beach is right outside Jacksonville. If I had to live on the ocean, I'd prefer to be in a warmer location as well.
Wichita, KS or Little Rock, AR?
