Madison, WI. It's MUCH more affordable and the scenery is green instead of arid/brown. And my brother lives just a 2-hour drive from there. It's a nice area.

I honestly don't know much about either, but would probably choose Duluth for better geographic setting. The hills behind the city and right on the lake.
