Geez, I had to look up both of these! They seem pretty similar, but I guess I would pick Hermiston because it's closer to Portland and the Pacific Coast. And maybe a bit greener? Although the wide open grasslands I saw on Google Streetview just outside Pendleton were pretty cool looking.

Athens, GA or Johnson City, TN?
Johnson City. Like the area better. Mountains, more moderate climate.
Ann Arbor. Access to a larger metro and it's colder up there.
Elko, NV or Pahrump, NV
Pahrump... It's far from the ideal place I'd want to live but it's larger than Elko (and still growing) and only an hour outside Vegas proper whereas Elko is in a much more desolate location. Warmer winters is a plus as well.

Fort Collins, CO or Salt Lake City, UT?
Fort Collins. A bit less isolated (with nearby Denver and DIA), better weather and in a more progressive state. I do appreciate that SLC is progressive, but the entire state is far too religiously right for me. I lived in the Mountain West for two years, and while I enjoyed my time, I realistically will never live there again. I am happy to visit, though.

Tucson, AZ or Salem, OR?
Tucson. I lived in Corvallis for a year and was really miserable. Tucson is a pretty decent desert town with good hiking/scenery and a great university and everything that brings with it. Salem is a somewhat bland and uptight capital of a state that is rarely bland and uptight.
I'm gonna go with Asheville just cause I feel safer picking NC. Have some familiarity with the state, but I haven't actually been to either city since I was too young to remember. I definitely want to check out Boise though, and I wouldn't suggest that a visit wouldn't easily sway my decision the other way.
