Madison because I have friends there and I've heard great things about it, but honestly if I didn't know people in Madison, I would probably pick Burlington. Vermont looks amazing and I would prefer not to be in a college town (even though yes, Madison is more than college town).
Pittsburgh, Pennsylvania or Baltimore, Maryland?
Well since we're choosing where we'd rather live, Pittsburgh. While I would prefer the DMV metro, I find the actual City of Pittsburgh to be the more vibrant and livable of the two urban areas and overall a more enjoyable place to spend the majority of my time.
Bakersfield. Spokane seems a bit boring with not much to do, at least compared to Bakersfield.
Elizabeth, NJ or Norman, OK
Norman. Would never want to live anywhere in the NYC area. Norman is in a very underrated metro (OKC). Norman is a good college town with friendly residents and a much lower COL. Could live a lot better there.

Burlington, VT or Roanoke, VA?
Burlington. Lake Champlain, great skiing nearby, and good food/beer scene.
Columbus. I lived there at one time and really liked it. Madison is nice too, just a little too small for me.
Tucson, AZ or Tulsa, OK?
Tuscon. Way too hot but at least it's not humid and no tornados. Never been impressed with Tulsa at all either.
Jackson, Wyoming or Moab, Utah?
