Chattanooga, TN. I have absolutely ZERO interest in living in Rockford (let alone Illinois anymore) and while I haven't given serious thought to living in Chattanooga I could see that happening one day.
Let us try to flip the tables and make this a negative choice

Detriot, MI or East St. Louis, IL
Detroit, MI. East St. Louis is crime ridden rundown with no signs of improvement. Detroit will rise again.
Laredo TX. I've lived in the southeast for a long time and Jackson has 0 appeal other than greenery. Laredo would be new scenery, culture and location in the country with proximity to Mexico which would be cool.

Pinehurst NC vs Elkins WV
Pinehurst. I have zero interest in living in West Virginia. I can't imagine Pinehurst is a place I'd willingly live either.
Duluth, because MN>> ND, in a nutshell. Having Lake Superior nearby helps, too.
Portland, ME vs. Providence, RI
Providence since it's slightly bigger so probably more job opportunities, but I think Maine and Rhode Island are both very cool places (quaint architecture, beautiful scenery, etc.)

New York or Boston?
Both amazing cities that I'd be thrilled to live in but I just couldn't pass up NYC. I would be perfectly happy to live in a 500 sq ft apartment in the thick of the action. No car necessary (my dream). I could settle for taking short trips to Boston as often as necessary. In NYC I could go to all the NYR games I want, or could be at an NYI or NJD just as easy. As a Habs fan I just couldn't stomach going to too many Bruins games.
Evansville... larger, more cosmopolitan, closer to more interesting half-day drive destinations.
Grand Island, NE or Joplin, MO?
Joplin for the same reason you chose Evansville over Marietta. Also, Joplin has more agreeable winters. Half day from KC, StL, Tulsa, OKC, Little Rock, Wichita, Table Rock, Bull Shoals, LOA, Mark Twain National Forest, Ozark National Forest, Ouachita National Forest.
Lawrence, KS v. Ames, IA
