Yea, and I believe those are the numbers for a year's span of time rather than total number of immigrants at the moment. DC's picked up international migration a lot more in recent years.
The thing with DC that puts it over for me is the addition of being the home of the POTUS, the Capital of the US, Seat of US Government, its Agencies, Seat of Defense, CIA, NSA and FBI, Supreme Court, the Embassies, Associations, Monuments, and Memorials.

You guys out way to much stock in Washington being the fed capital. The Bay Area gets more foreign immigration and tourism for a reason. It's brand awareness is higher.

Yeah thats a highly overrated reason. You never hear people talk up London, Paris or Tokyo because they are their respective national capitals...even if NYC were the nation's capital, we wouldnt really talk about it that much because there would still be much more to NYC than just that.
