I'll assume Halifax, Nova Scotia is being referred to, here. And in that case, I prefer the skyline of Hartford.

Knoxville, TN, or Greenville, SC?

Similar skylines. I slightly prefer Knoxville's though, due to the closer and more dense appearing aesthetic, and the sunsphere is classic, and unique.

Buffalo, NY or Louisville, KY?

Prefer Louisville's riverfront, but Buffalo has the more impressive skyline. I like its tallest more than Louisville's and it looks cleaner.

St. Paul, MN or Portland, OR?

Fort Worth has many more towers, and is more dense. Has more potential to build too.

Omaha has another tallest on its docket I've read, too, though. But overall Fort Worth has a better skyline.

KC has a much more old world feel to it than Columbus. And the skyline looks more developed. KC for sure

Easily Cleveland. Much more height, historical layering, and quality architecture. Nashville is dense but bland.

Picking Denver for this match-up. Great amount of density, number of buildings and good height. If I had a critique, I'd say they should build one skyscraper at 950 feet or so, as their trophy building.

I've never been a big fan of Dallas' skyline. The tower with the ball at the top is not a cool aesthetic.
