I'm guessing New Orleans. Both are near coasts and known for seafood. Which is more similar to Dallas; LA or Chicago?

LA. Sprawling and urbanizing. Highways and infrastructure are better like LA as well.

Is Tulsa more similar to Montgomery or Albuquerque?

Montgomery. Closer culturally. Which is more similar to New York City; Philadelphia or Chicago?
Chicago. New York and Philly are very close to each other, but Philly is still a little rougher around the edges than Chicago is, and its skyline isn't as impressive as Chicago's, which is also closer to New York's.

I'm going to flip this: Which is more like Philadelphia, Chicago or New York?

Neither, but New York due to culture and location.

Is Jacksonville more similar to San Diego or Oklahoma City?

I think its Chicago. Obviously Philly and Chicago are closer to each other in population and there really isn't a true similar city to NYC,and Philly's culture is closer to NYC. However, Chicago's core and layout is more similar than NYC.

What is more similar to Atlanta, Dallas or Houston?
