Reality: This may have been true at one time. But now it has a vibrant, bustling downtown that is continuously evolving beyond just government and remains bustling in August. Nightlife is also evolving to getting near the top. Hardly what anyone would call "sleepy."
I love DC, but hate how you cannot find a diner in the city open past 11pm.. heck even the doughnut shops close at 9 and 10pm (whats up with that? donut places and coffee shops should be 24 hrrs or atleast open past midnight).. very few affordable food places in DC unlike NYC and Philly where there is food around every step and a vibrant street food culture.

I like Kramerbooks & Afterwords on Conn. Ave. They're open 24 hours on the weekends, till 1:00 Mon. - Thur. Great diner in the middle of a book store.

Very true, but the black communities in DC and Atlanta almost mirror each other. Each cities have large groups of wealthy affluent blacks, and each cities have large groups or poorer ghetto blacks. IMHO Prince Georges County (a DC suburb) and Dekalb County (a ATL suburb) are exactly alike, same demographics almost, same size, same crime rate, and certain parts even look the same. That area around St. Barnubus in Ft., Washington looks just like the Redan Rd area in Stone Mountain. And both are overall nice but both have some no so safe areas

Nope, pretty must everything is closed at 11pm.. most earlier than that, even in Dupont circle.
