You also have to take in to account if this is a city proper or a metro area survey,Miami for example is only 36 square miles in the city(402,000 pop.) but metro Miami-Dade is close to 1900 square miles with approximately 2.5 million people,so that can make a difference in median incomes and poverty percentage levels.

Side note: Lists like this really prove how far Pittsburgh has come since the Steel industry collapse. Dare I say it should be a beacon of hope for the rest of the rust belt?
I was surprised at Dallas, too, since it has such a huge footprint, I would have thought there would be some high income folks there to offset the poverty. Wasn't surprised at Cincinnati or Mpls, both cities have small footprints. So does Miami (in addition to having huge ghettoes and many recent immigrants in the city). Columbus? Dunno...

Seeing that there are suburbs of some of the main cities on this list (Arlington and Plano for Dallas, for one), then the list is talking about city limits.

If Philly has 1.4 million people and nearly a fourth lives in poverty then somethings wrong there thats almost 350,000 people alone!!! Yikes!

...and I'm willing to bet that this is a conservative estimate, too..

NE Philly is decent, and Center City, and of course the Main Line, but the for a high percentage of neighborhoods in the city, calling them "bleak" is an understatement...
