Sadly this could have all been prevented if the guy didn't run and just accepted his consequences of his warrant and he would have lived to see another day.
I watched the video
Police are allowed to shoot fleeing felons of the dangerous kind that pose a threat to others
Based SOLELY on the video and without ANY other information this shooting appears outside law .. and any policy that I work under
This officer,,, ex officer,, will be convicted if all we have is solely this video and no other information
Lets follow this one...

My heart tells me both of you are right. My head says that there has to be more to the story. Why would an officer with an apparently good reputation seek to kill an innocent person.
According to this article (link) Scott did try to grab the officer's Taser. Trying to grab a weapon from an officer never ends well.
Funny, since you like to point out the number of whites vs. blacks. If there are 8 times as many whites vs. blacks, why are almost half the homicides committed by 1/8th of the population? Could you maybe enlighten me on that?
This makes perfect sense and I agree with you. However, that does not change the fact blacks commit crimes at a much higher rate.. A good black person and a good white person are the same thing. A black criminal and a white criminal are the same thing. It just so happens more blacks are criminals. You cant argue the facts.
