My understanding is that the operation will aim to secure Donbass, no invasion of Ukraine is planned, something Putin said clearly.
However air strikes are hitting deep into Ukraine territory to disable command and control centers and probably to destroy aviation and various hardware.
My guess that this is some sort of Georgia 2008 redux on a larger scale, secure the separatist areas and destroy the war making capability of the opponent. The aim obviously is to trigger regime change through popular revolt.
A no fly, no military hardware buffer zone along the two republics border are logical to me...first one that get in with bad intention get zapped.

Putin said in his speech that this government needs to be removed from what I understand..
