Not the best option, but look at Ukraine that doesn't have the mentioned above "hydrocarbons."

Japan, Singapore, South Korea, has no hydrocarbons too. But they didnt stop their movement in the high-tech industrial sector. Hydrocarbons can be bought from impoverished Russian for dollars.
