According to the Associated Press style guide, some American cities are considered well-known enough they don’t need a state abbreviation. This makes sense, since most people know where they’re located. Here’s the full list of U.S. cities that fall under this criteria, according to the AP.

The AP style guide is not free. You can Google yourself to find some categories though like city names, etc. that others have taken from the official publication.

I agree 100%... I've seen grown adults think Philly was it's own state.
Washington should always be called Washington, D.C. or Washington State.
It's funny, having grown up in Pennsylvania, when I heard Washington, while living there, I knew 95%+ of the time they were referring to DC, and even I, myself, would just use Washington to refer to DC.
Fast forward and I end up living in Arizona twice, for a total of 7 years, and when I heard Washington, while living there, I knew 95%+ of the time they referring to the state.
It's definitely an East Coast/West Coast thing going on there!
Tampa, Buffalo, Jacksonville, Nashville, Memphis, Albuquerque, Des Moines (possibly), Fargo (possibly), Little Rock (possibly), Wichita (possibly)
Also college towns like Gainesville, Ann Arbor, Ithaca, Bozeman (plus Bozeman is also where most people fly into when they go to Yellowstone).
