If I am running around preaching a form of atheism, yes, that may be considered an ideology, however that is not what you will find with most atheists. and it does not define atheism.
Most atheists you will never hear from, and the ones you do hear from will only speak about it when religion is shoved down their throat.
Most atheists have no axe have to grind - there's is merely a lack of religious belief. In a secular society, talk of or 'analysis' of atheism would be moot, what would be the purpose of discussing nothing other than a lack of credence? In a religious society - we can assume that the congregants (and here I exaggerate to make a point) would think about and discuss nothing else.

That does not mean it is not an ideology or doctrine. Communism and Democracy are none of those either, but they are ideologies/ Doctrines

As I pointed out earlier, in a secular world a lack of belief in a god is a non event (it doesn't have to be a mantra, something consequential), in a religious society, a belief in god is always an event.
As for no plan being a plan - we're getting locked into essentially meaningless semantics here.
