You guessed wrong. Dissolved calcium and magnesium ions in the water are what make it hard. Sodium ions don't make the water hard, in fact, softening water with a water softener exchanges the calcium and magnesium ions for sodium ions, so the dissolved sodium is what makes the water soft, not hard.
Las Vegas water is hard because the snowmelt in the Rockies dissolves minerals from the rock as it makes its way to the Colorado River and eventually Lake Mead.
