Define "administration". If you mean policy makers at the federal and state levels you'd be correct. Include also non-govermental entities like the Gates and Broad Foundations, opinion makers like Jay Matthews and his Challenge Index. Then you you have the local boards of education, in Maryland the County Commissioner/Councils would be included (two of our Commissioners here wanted to defund the Vo-Tech this year. One them is so dumb he can't spell Bob if you spot him the Bs) and lastly the parents who don't want to hear about technical training for their kids.

For the last, brush up on your research skills because you are mistaken.

What is the budget overall for each county and what is the budget for the county administration office and personnel? As a percentage it is probably way too high.

Budget for what? Generally, approximately 50% of your County tax bill goes to education. Some Counties are a bit above, some below.

It would be interesting to have those figures on a county by county basis, including the cost per student.

I don't have a clue. If your premise is that school systems have too many nonschool based administrators I likely agree with you. But, the devil is in the details when you start figuring out the why. Most of that has been caused by various directives, most if which are unfunded, from the state and federal Departments of Education. It gets worse the lower ranked the school system is.

The information is available, I believe at the State Department of Education. I saw it published when our county (Frederick) was having the annual budget battle and claims were made by the then County Commissioners that too much was spent on administration. Numbers were published in the local paper showing that we were near the bottom of the state in spending by percentage of budget and per student in our administrative costs.

No problem, I only point it out so those that are interested can look for it. Of course some just want to spout off unsupported claims. If they want to find out the actual information that is where they can look. By the way after the commissioners made the claim that our costs were high they found out ours were some of the lowest in the state.
