There are no rules on this (I know this question was not for me, but I've had a lot of experience), and it's different with every marketing agent. It shouldn't take more than two weeks (it can take less, it can take more) for the marketing agent to reject your appeal. With HPD, it depends on how backed up the person handling the development you're trying to get into is. Now it seems to be taking months, but you can call them to check on the appeal, which often prompts them to act on it. HPD doesn't often overturn, or "interfere," in its words, with the marketing agent's decision--you have to prove an actual mistake was made--but it has been known to happen, so don't give up hope. Wait is it gross or net income? I received a rejection letter in early October saying I made too much and I had 10 days to appeal. Which is true gross income wise. I didn't bother appealing because I figured it was gross income. Is it too late to appeal since it's been past 10 days if it's really net income?

It's too late. If you're self-employed (1099 income) it's net income (line 12 of the 1040) and line (I forget exactly which) on the Schedule C. If you're paid as a W2, it's gross income.

I think they just had alot of municipal employees with lower logs than me so they never reached my number to continue. Only 10% go to employees so thats not alot of apartments
