People with CB preference go first. So someone with CB preference but with a log number of 45,000 will be contacted before someone with a non CB preference and log number of 10. Same goes for people with disabilities. A disbabled person with a log number of 60,000 will be contacted before someone without any type of preference but with log number 2.
After the developer finishes reviewing and calling all CB preferences and all disabled people, then they'll start contacting all NYC residents who had applied in order of log number. After all NYC residents have been processed, then they'll start contacting people within the US who had applied in order of log number. So someone who applied from California with a log number of 3 will not get called until the New Yorker without preference but with a log number of 315 does.
So this is how applications are reviewed:
1. CB preference and Disabled
2. Then, All New York City Residents without preference (in order of log number)
2. All US residents (in order of log number)
Now, if a CB preference person had been rejected, and they appealed, the NYC resident without preference will be put on a waitling list even though he or she had already gone through the process (and even got their credit checked).
Same goes for US resident, who will be bumped if a NYC resident gets back in the game, etc.
